Francis Regan, Sr. was born in Ireland in 1662, a son of Daniell Regan, Sr. and his wife Elizabeth W. (Wilson) Regan. Francis Regan likely immigrated from Cork, Ireland to Surry County, Virginia with his parents before 23 Apr 1667 when Daniell Regan, Sr. acquired land for the transport of four persons (1254).

On 6 Oct 1687, Francis Regan and his mother Elizabeth appeared in court to swear that the inventory of the estate of Daniell Regan was correct (871, 1302). John Moring, John Watkins, and Samuell Thompson witnessed the statement.

Francis Ragan, Sr. appeared on lists of tithables in Surry County, Virginia for 1686–1688 (1298).

In 1690, Francis Regan and Jane Grosse married in Isle of Wight, Virginia. Jane was a widow of Richard Grosse (1011) and a daughter of Richard and Jane Poole (1012).

On 6 Sep 1692, Francis Regan sold 50 acres of land in Surry County, Virginia to William Gray for 7,000 pounds of tobacco (1301). William Thompson had sold the 50 acre tract to Daniel Regan, who willed it to Francis Regan, his son.

On 4 Jul 1693, John Higgs and his wife Eleanor made a deed to Francis Regan for 50 acres of land in Surry County, Virginia that was part of a tract granted to Joseph Wall (1303).

On 18 Feb 1722, Francis Regan received a patent for 165 acres of land on the north side of Meherrin River adjoining Thomas Smith’s land in Isle of Wight County, Virginia (1248).

On 19 Mar 1725, Francis Regan made a will in Surry County, Virginia (1253). His will names sons Francis, Daniel, Thomas, Joseph, John, and Richason, and daughters Elizabeth, Jane, Mary, and Faith. Francis Regan appointed his wife Jane as sole Executrix.

Francis Regan died before 16 Aug 1727 when his will was proved in court by oaths of Martha Thompson and Elizabeth Regan (1253).
