Lewis Emanuel was born in Burke County, Georgia in about 1775, a son of David Emanuel, Jr. and Ann Emanuel (Lewis).

In Burke County, Georgia, on 2 Feb 1789, Lewis Emanuel served as a chain bearer with his father David Emanuel, Jr. to mark a 100 acre platt of land in the name of David Emanuel. On 7 Apr 1800, he appeared in Burke County Court. He registered for the 1805 Georgia Land Lottery during the period May 1803 – 1 Mar 1804 and was entitled to one draw.

Between 25 Feb 1808 and 23 Jan 1813, Lewis Emanuel served as Justice of the Peace in Burke County, Georgia.

Lewis Emanuel died relatively young in about 1816. He was about 41 years of age.
